Wang blamed North Korea for pursuing nuclear warheads in defiance of United Nations Security Council resolutions and for launching four missiles, at a press conference on Monday during the annual joint sessions of the NPC and CPPCC. South Korea's military said on Tuesday the projectiles were an improved version of Scud missiles previously fired by North Korea.

North Korea is under heavy global sanctions for its nuclear and missile programmes.

News of Mr Ja's letter came amid an announcement from the White House that the United State would be further bolstering its defence capabilities in the South in response to the North's "provocative behaviour".

"Continued provocative actions by North Korea, to include yesterday's launch of multiple missiles, only confirm the prudence of our alliance decision a year ago to deploy THAAD to South Korea", US Pacific Commander Admiral Harry Harris said.
