House votes for more restrictions to medical marijuana

Members of the House approved an amendment following a almost 3-hour long debate over two amendments that restructured the bill, one with a lead sponsor in House Judiciary Chairman John Shott, R-Mercer, and the other with lead sponsorship from Del.

A Kansas Senate committee has approved a bill for moving the state to a single personal income tax rate while raising new revenue to fix budget problems.

The House vote does not settle the debate on medical marijuana.

House Bill 1350 was amended to postpone until July 2021 any reduction in the $48 million of supplemental admission tax annually distributed to casino communities, and the $33 million provided to non-casino communities across the state.

Shott's version also included a process by which people who are prescribed medical marijuana would be issued a certificate, which they would use in obtaining a license to get their prescription.

Currently, 28 states have legalized marijuana for medical purposes. The use of the drug would be to treat chronic pain, nausea and vomiting in cancer patients and muscle spasms in multiple sclerosis patients. Dispensers would pay $25,000 per location and renew it for $5,000 after a year.

The committee spent most of last week going over the 82-page bill on how medical marijuana would be overseen in the state.

The voter-approved version allowed far more freedom for citizens to grow and smoke the plant.
