NCAA votes to hold championships in North Carolina

Reacting to the NCAA's announcement, Gov. Roy Cooper, a Democrat, issued a statement saying, "While more work remains to be done, it's good news that the NCAA will be returning to North Carolina".

"We are actively determining site selections, and this new law has minimally achieved a situation where we believe NCAA championships may be conducted in a nondiscriminatory environment", the Board of Governors announced in a statement. "After drawing a line in the sand and calling for repeal of HB2, the NCAA simply let North Carolina lawmakers off the hook".

"The NCAA's decision has put a seal of approval on state-sanctioned discrimination", Chris Sgro, executive director of Equality NC, told NBC News. "This may satisfy the NCAA", Progress NC, an advocacy group, protested, "but many in our state still feel left behind". "I think there was a lot of fatigue, a lot of resistance from the Republican leadership on this".

We have contacted the NCAA seeking comment, but they have not yet replied.

The problem was that the move was barely a repeal of the bathroom law at all.

The compromise bill passed last week has done little to satisfy mayors of Los Angeles, Santa Fe and Salt Lake City, who criticized the restriction of anti-discrimination ordinances on a local level.

The National Football League has cautioned the Texas legislature against approving an HB2-style bill when it comes to hosting future Super Bowls.

The NCAA reserves the right to "take necessary action" if it finds the environment in North Carolina prevents it from enforcing its own anti-discrimination policies.

The new law must be seen for what it really is - a thinly veiled attempt to convince the NCAA and others that something has changed.

The sporting stakes are not small: Five years of upcoming NCAA events, the 2019 and 2020 ACC basketball tournaments and other ACC events, the viability of MLS expansion bids in Raleigh and Charlotte and the NBA All-Star Game all rest on how this partial repeal is perceived.

The NCAA's decision was met with criticism from the Human Rights Campaign.

The original bill also invalidated any local ordinances protecting gay or transgender people from discrimination in the workplace or in public accommodations.

When factoring in that 19 states include LGTBQ individuals in anti-discriminations, Fitzsimon said N.C.is one of three states that does not do either. 2 violated the 1964 Civil Rights Act.

Mitch Kokai, a policy analyst with Libertarian think tank John Locke Foundation, said that the HB142 law "had its intended effect".

The board said they had been 'hopeful that the state would fully repeal HB2'.

In the end, a majority on the NCAA Board of Governors reluctantly voted to allow consideration of championship bids in North Carolina by our committees that are presently meeting. That came days after the NCAA said the state was down to its final days to get something done.

North Carolina is scheduled to host first- and second-round games of the 2018 NCAA Tournament in Charlotte next March.
