Attorney Calls For Probe After Arkansas Execution

Kenneth Williams was the fourth inmate put to death by the state of Arkansas in the past eight days after a dozen years without a single execution.

Kenneth Williams has been executed by the State of Arkansas. His charges were upgraded to capital murder after he escaped from prison and killed Cecil Boren.

A motorist passes by the entrance to the Cummins Unit prison near Varner, Ark., on Thursday, April 27, 2017.

Hutchinson said in a statement that while he appreciated Greenwood's "genuine spirit of forgiveness and compassion", he had to consider viewpoints from other victims' families, including Boren's.

Greenwood's family had brought Williams' daughter and granddaughter to Arkansas so they could see him one last time.

"There is nothing pro-life about the state-sanctioned killing of an intellectually disabled man", was just one of the many messages Sister Prejean tweeted during Williams' final hours. "Others suffering in order that I live for however much longer - that's no hope at all, not if I have truly learned my lesson to value other people's lives".

Williams read a prepared final statement, apologizing to the families he "senselessly wronged and deprived of their loved ones".

The compressed lethal injection timeline could attract more scrutiny after Williams' death. Courts have stayed four of the planned executions.

He dismissed as a "whitewash" a comment by Arkansas Governor Asa Hutchinson's spokesman that the physical agitation was an "involuntary muscular reaction" caused by one of the drugs.

One of Williams' attorneys called the execution "horrifying".

About three minutes into the execution, the AP reported, Williams began lurching and jerking about 20 times against the leather straps holding him down.

The body jerked about 15 times across 10 or 15 seconds, before moving five more times at a slower rate, AP reporter Kelly Kissel said.

The 6th U.S. Circuit Court of Appeals plans to hear a challenge by OH death row inmates of the state's new three-drug method, which inmates say could lead to a substantial risk of harm.

Williams' attorney Shawn Nolan is now calling for an investigation into the execution.

The Arkansas governor says he sees no reason for anything beyond a routine review of procedures.

Rita Sklar, executive director of the ACLU of Arkansas, didn't see it that way. He was pronounced dead at 11:05 p.m. Thursday, 13 minutes after the first injection was administered, according to KATV. If Mr Williams is executed, her loss, her pain will be as real as mine.

A third witness, Arkansas state Sen. They also said there was an audible moan from Williams during the execution process.

"His face was calm".

"It was not cruel, unusual, botched or torture", he added.

He didn't. Williams was the fourth and last death row inmate of the eight the state had hoped to execute by the end of the month. The Arkansas Supreme Court denied that claim.

But manufacturers and European countries started withholding sodium thiopental and pentobarbital, saying they didn't want them used in executions.

In response, several states turned to new mixes that included midazolam.

Midazolam has been linked to botched executions where the inmate wakes up while receiving the subsequent two drugs including potassium choloride, which is known for being excruciatingly painful and is often referred to as "liquid fire" by members of the medical community.

DENNIS McGUIRE: Executed Jan. 16, 2014, in Ohio.

JOSEPH WOOD: Executed on July 23, 2014, in Arizona. And in Oklahoma, Clayton Lockett writhed for 43 minutes before succumbing to a heart attack.

After each of those cases, states issued holds on capital punishment while the processes were reviewed.

It's unclear whether Arkansas will receive fresh supplies of midazolam after its current batch expires.

It's the central question of the current US death penalty debate, highlighted by the latest execution involving a disputed sedative that appeared to involve discomfort to the inmate.

"We are deeply troubled that, after a 12 year de facto moratorium on the use of the death penalty, the USA state of Arkansas has executed four men in the space of eight days", United Nations human rights spokeswoman Liz Throssell told a news briefing. He was convicted in 1995 of murdering a woman in her home two years earlier.

Those inmates were the first to be put to death in Arkansas since 2005.

The executions have drawn global outcry. He killed Boren, stole guns and Boren's truck and then drove away to Missouri.

One of Cecil Boren's daughters said that any movement by Williams was "nothing compared to the pain felt by his victims".

"We are looking forward to this happening so we can put it behind us".
