Senate forces, led by Majority Leader Mitch McConnell, R-Ky., and several Appalachia region Democrats, won a provision to extend health care for 22,000 retired Appalachian coal miners and their families, financed in part by changes to welfare.

Lawmakers are expected to vote on the package in the coming days.
