Texas chemical plant in critical condition, raising possibility of explosion

Workers and residents within a mile radius of a manufacturing plant in Crosby, Texas, have been evacuated Tuesday evening over concerns that there could be an explosion or fire at the facility in the wake of flooding from Hurricane Harvey.

The Arkema plant, which produces chemicals used in making acrylic-based paints, is now submerged under floodwaters from Tropical Storm Harvey which have knocked out its primary and its two backup power generators.

Refrigeration on some of the back-up product storage containers has been compromised due to high waters, which are unprecedented.

"The facility has had extraordinary levels of rain, receiving approximately 40 inches by Monday afternoon". At 2:30 p.m. Tuesday, the plant released a statement that all personnel have been evacuated.

The company said it was working with officials from the Department of Homeland Security.

Yesterday, the company said: "The situation at the Crosby site has become serious". The newspaper noted that a 2016 analysis by the Chronicle and the Texas A&M Mary Kay O'Connor Process Safety Center identified the Arkema site in Crosby as one of most at-risk chemical facilities in the Houston area for a safety incident. "The County will continue to monitor the situation and work with company officials".

The reason this was such a big deal is because the primary challenge to getting the Arkema plant through the storm safely has been ensuring the products, which are supposed to be stored at very low temperatures, keep cool. He expects it to happen some time in the next six days, as the chemicals produced at the plant, which are typically refrigerated, rise in temperature. The company said in a site status update that regulatory agencies have also been notified of the situation.

"We have no higher priority than the safety of our employees, neighbors and the environment".
