It will establish a permanent production presence in Canada, the first time it has done so outside of the US.

The $500 million in original productions in Canada over the next five years would be through the newly created Netflix Canada production company (not to be confused with Netflix Canada the service). As part of this investment, Netflix will continue to work with Canadian producers, production houses, broadcasters, creators and other partners to produce original Canadian content in both English and French.

Canadian Heritage Minister Melanie Joly has announced a government initiative to promote Canadian cultural productions and their export overseas, CBC reported, adding that the minister has called on global players like Netflix and Facebook to participate.

Earlier this week, more than 270 members of Quebec's creative community called on the Canadian government to regulate digital players such as Netflix, Facebook and Google, none of whom are subject to local regulatory measures.

Canadian broadcasters also must fulfil a quota of Canadian content on air, which streaming services are not required to match.

The Canadian performers' union welcomed the Netflix deal but noted the company has not had to abide by the same regulatory rules as Canadian broadcasters.

She admitted that while some people, including Québecor head Pierre Karl Péladeau and Quebec spokesperson Gabriel Nadeau-Dubois, aren't happy with the arrangement - she's confident Quebec-produced content won't be overlooked.

This will be known as Netflix Canada, a "first of its kind production company".

Joly cited already high rates paid by Canadians for broadband Internet access in her decision not to add a new tax on streaming services.

Netflix's investment will not only help television shows and film productions, but various music producers and digital content as well.

As part of a swath of new cultural policies, Joly also announced new "cultural trade missions" overseas to help Canadian creators break into new markets.
