During his address, the Prime Minister praised the commitment and the dedication of Chief Minister Nitish Kumar for the development of Bihar. "Similarly, Patna College was the best bet for arts students", he said.He said he switched over to adjacent Bihar College of Engineering (now NIT) for an engineering course to fulfil his father's desire.

Modi also said that many top level officials of civil services are students of Patna University. But three prominent alumnus of PU - former Finance Minister Yashwant Sinha, BJP MP from Patna Sahib Shatrughan Sinha and RJD chief Lalu Prasad, all vocal critics of Modi, did not attend the programme due to not being "invited properly".

Prime Minister Narendra Modi being welcomed to the state by a smiling Chief Minister Nitish Kumar with a red rose may have been the most publicised sight at the Patna airport on Saturday.

This will be the first time when Prime minister Modi is visiting bihar after Nitish Kumar led JD (U) allied with BJP again to form a new government.

Kumar, who also spoke at the varsity function, said people of the state were keen that Patna University is made a central university.

He said the government has come with scheme to make 10 private and 10 public universities world-class by providing them autonomy from the constraints of government rules and freedom to grow.

As Modi is scheduled to attend Patna University's centenary function in the state capital, besides laying the foundation stones of sewage and highway projects, officials said Nitish would be present on the stage with the PM on both the occasions.

Modi said probably so much work in infrastructure has not been done in Bihar in such a short period of time after Independence.

Modi said, "We are a nation of 800 million young people, 65 per cent of our population is below the age of 35 years".

Referring to Ganga, Modi said: "If there was no Ganga, I do not know what condition our land would have been in".

Modi appreciated the efforts Nitish Kumar towards development of the state and said the progress of eastern India is the Centre's topmost priority. "All these universities have to do is to demonstrate their potential to become world class", he said.

He also urged universities to move from conventional teaching to innovative learning and said there was need for students to "un-learn, de-learn and re-learn". He also laid the foundation stone for national highway projects.

PM will also lay foundation stone of the four-lane bridge on river Koshi between Birpur and Bihpur section in Supaul and two-lane road between Maheshkut and Purnia and four sewage treatment plants (STP) in Patna.
