Trump declares opioids a United States public health emergency

"The president echoed the message that many healthcare providers and elected officials say, which is, the best way to stop people from dying from overdoses and drug abuse is by not starting in the first place", Conway said in an appearance on Fox News after Trump declared the opioid crisis a public health emergency. The declaration will also broaden the use of telemedicine and remove some regulations. A statement from Christie said the commission will give Trump "an even more comprehensive set of recommendations" to fight opioids in a report to be issued November 1.

But officials told reporters on the conference call Thursday that those funds under the Federal Emergency Management Agency have been almost exhausted after recent storms struck Puerto Rico, Texas and Florida.

"Many of the people we've seen, or had to turn away, are having trouble getting a doctor to prescribe Suboxone, or don't have a way to pay for it", she said.

The President will direct all executive agencies to use every appropriate emergency authority to fight the opioid crisis, which he described as a "worldwide problem".

The declaration does not unlock new funding, and there is $57,000 left in the public health emergency fund, according to The Hill.

Largely as a result of these prescriptions and a surge in heroin supplies, almost 12 million people are thought to yearly misuse opioids nationwide, with parts of the Deep South, Appalachia, and New England hit particularly hard by overdoses as a result.

Gov. Paul LePage, whose comments about Maine's opioid crisis over the last several years have varied widely and have sometimes been incendiary, was one of six governors at the White House for the president's announcement. The declaration also expands medical specialist services and treatment options for individuals struggling from addiction in rural areas. In addition to the declaration of public health emergency, Trump said the government will be taking steps to attack the complexities of the opioid epidemic.

The administration would have to work with Congress to help provide additional funding to address drug abuse, they added.

But she pointed out that after hurricanes and other national disasters, billions of dollars in relief is quickly made available to victims. The president promised "really tough, really big, really great advertising" to urge Americans not to start using opioids, an initiative reminiscent of Nancy Reagan's "Just Say No" anti-drug campaign in the '80s. The city is now paying $70 to $90 for a two-dose pack of naloxone, she said.

"For too long we've allowed drugs to ravage Americans cities and towns", he said.

"Our communities need federal funding and resources to fight this epidemic", she said. An effective treatment plan needs to be established.

Changing the policy entirely - which is known as the IMD exclusion - would take congressional action.

Whatever best practices the task force comes up with will likely be scrutinized by advocates both for pain patients who worry about not being able to get medication they feel they need and those who support stronger prescribing limits.
